GaiaGazing is right. Looks fine from the picture. I actually prefer to be a little bit on the wetter side. As long as its not dripping water without squeezing you should be fine

Just hydrated some popcorn in a 6 qt instant pot 
2 qt popcorn
2 K-cups coffee
1 tsp gypsum
2000 ml water
20 minutes pressure cooked on high slow release with minimal kernel burst.

They're not sterile. Instapots only get up to 12psi. 15psi for 2 hrs and you're golden. 12psi, I'd do 2 1/2-3 hrs, and even then it's not a guarantee. Instapots just aren't as good as a real PC.
