I have fun with it success and failure is all a learning experience!
I was on an IEP in school too. I had some great and horrible teachers. That is why I got my bachelor’s and master’s in special education. I lasted 15 years before I left. The system is so fucked up I just couldn’t do it anymore. I miss it and still hate it all at the same time. Conflicted

Scissors should work fine. I believe the best way to do what you are trying is to dissolve it into a very small amount of it into a liquid. Gathering specific doses from such a small amount is difficult with paper. The saturation can vary a lot
Just use any 30% + alcohol like whiskey, vodka etc and it is working, if u realy wanna mix water into it distilled water is the best
