If its from seed and has higher thc type plants within its lineage ..... it very well could produce a plant with much higher thc levels than its parents had.
Even clones can vary somewhat upon thc levels due to growing conditions .... usually not drastically though.

I would need more specifics and given all the variables of growing + genetics no one can guarantee anything which is why testing is important.
