I’ve only been able to get extract or seeds and had the same difficulty you have. I only dissolved with 99% alcohol or just added the powder from the outside of the seeds. Traditionalistic
1:1:1 is best in my experience. I don't think the herb makes much difference; I prefer herb that is highly absorbent. Shredded mullein works best for me, soaks up solvent like a mop and burns nicely
